Communications Center Manager

Application closing date: December 24, 2015   Duties and Responsibilities Plan, organize, coordinate and direct the administrative and operational activities of the University of Hawaiʻi at Mānoa (UHM) Department of Public Safety Communications Center. Assists in the planning and management of safety and security activities of the UHM Department of Public Safety. Ensures efficient/effective routine daily operation of the Communications Center. Ensures department personnel compliance with University policy and procedure, along with department general orders and standard operating procedures. Assists in the development of multi-year goals, objectives and strategic plans. Assists in the development and administration of department programs, policies and procedures. Monitors Communications Center operating budgets and approves the expenditure of funds. Participates in the recruitment, selection, training, evaluation and discipline of department staff. Manages the development and conduct of training activities and programs related to the Communications Center function and operation. Represent the University to local, state and federal law enforcement, fire or safety and security agencies as assigned by the Chief. Routinely interacts with and provides assistance to members of the campus community, visitors and first responders, i.e.: fire, medical and other police personnel. Plans and manages Communications Center activities, including the training, scheduling, and assignment of security officers and other staff. Assists in the management, development, implementation and application of campus wide access control, CCTV, Fire, Duress and other alarm protocols and procedures. Coordinates the analysis of statistical data regarding calls for service, staffing and other Communications Center activities. Coordinates campus wide emergency notification systems and communicates vital information, including emergency messages as required. Prepares detailed analyses and reports for management review. Ensures compliance with the Campus Safety (Jeanne Clery) Act, Title IX, Violence Against Women Act (VAWA) and other regulatory requirements. Serves as member of the DPS Lead Team. Other duties as assigned Minimum Qualifications Possession of a baccalaureate degree in Communications, Criminal Justice, Criminology, Sociology, Public Administration or related field and 3 year(s) of progressively responsible professional experience with responsibilities for the principles and practices of safety and security methods; or equivalent education/training or experience. Considerable working knowledge of principles, practices and techniques in the area of safety, security, law enforcement, or related field as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with principles and practices of communications center and dispatch methods, techniques, and procedures. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing software. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Three (3) years of administrative and supervisory experience. Ability to interpret and apply laws, rules and regulations to a variety of work situations; communicate effectively and work with a wide variety of people, including the University community, general public, and supervision of staff. Ability to travel for purposes of attending meetings, training and other activities. Ability to work beyond normal hours, including evenings, weekends, and holidays. Desirable Qualifications Professional work experience with responsibilities for a Communication Center and Dispatch methods in a safety and security setting. Considerable working knowledge in the principles, practices and techniques of operating communications center/dispatch telephone, radio, alarm and other equipment in the area of safety, security, law enforcement, or related field. Knowledge of the principles and practices of police and security communications/dispatch methods, techniques, and procedures; and of communications/dispatch equipment.
