Position Summary:
Under the general oversight of the Director of Enterprise Security the Manager – Regional Safety & Security manages all aspects of the corporate Safety & Security program for all sites within their assigned region (Eastern or Western United States).
The Manager - Regional Safety & Security also acts as the Safety & Security department’s subject matter expert in one or more the primary domains of security knowledge and is responsible for development of consistent programs in these domains that can be replicated for all sites within the corporate portfolio.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Fosters development of all employees within their assigned area.
Ensures consistent and effective deployment of corporate safety & security program at all campus sites in assigned region through management of coordination with site leadership and contacted security vendors.
Ensures consistent and effective deployment of corporate protective services program at all corporate sites in assigned region through management of the Security Coordinator.
Manages and provides oversight for all investigations conducted by campus staff, Protective Services Coordinators, or contracted investigators at sites within assigned region. Directly conducts investigations when required.
Develops and assists in deployment of Safety & Security Awareness Program (SSAP) modules related to areas of expertise.
Acts as a subject matter expert and internal consultant for all sites within the corporate portfolio on subjects within assigned areas of expertise.
Develops standards, policies, and procedures for use at all sites within the corporate portfolio on subjects within assigned areas of expertise.
Maintains relationships with federal, state, local, and industry specific organizations within their area of expertise.
Complies with all ECMC Group Policies
Performs other duties as assigned

EDUCATION and EXPERIENCE
Required:
Bachelor’s degree and five years of relevant experience.
Experience supervising safety, security, public safety, law enforcement, or military personnel.
Experience conducting Security risk assessments.
Experience developing and implementing policies and procedures.
Experience leading work groups or committees.
Demonstrated expertise in one or more of the following protective services disciplines
Security & life safety technology
Security or law enforcement operations
Investigations
Emergency management
Fire & life safety program management
Safety & security awareness training
Preferred:
Professional certification in area of expertise, including:
Certified Protection Professional (CPP), Physical Security Professional (PSP), or Professional Certified Investigator (PCI) by ASIS International.
Certification in NIMS and/or ICS emergency management systems by the Federal Emergency Management Administration (FEMA).
Certification in investigative interviewing (Wicklander & Zulawski, Reid, etc).
Certification Fraud Examiner (CFE) by the Association of Certified Fraud Examiners (ACFE).
Project Management Professional (PMP) certification by the Project Management Institute (PMI).
Certified Emergency Manager (CEM) by the International Association of Emergency Managers (IAEM).
Factory certification in administration of security and/or fire safety systems. Prefer certification in S2 access control system and On SSI Ocularis VMS.
Certification in Crime Prevention through Environmental Design (CPTED) methodologies.
Experience managing protective services functions for an organization with multiple geographically diverse sites.
Experience in a college/university Security, Public Safety, or Police department.
Experience managing protective services programs in an open campus environment.
Experience managing and conducting complex criminal investigations.

Preferred:
Working knowledge of Security reporting and documentation programs, particularly Report Exec Software.
Knowledge of Clery reporting requirements
Knowledge of Title IX reporting and investigations requirements.
Knowledge of security compliance requirements (FISMA, PCI, HIPAA, SOX, etc).
PHYSICAL SKILLS AND ABILITIES
Must be able to remain in a stationary position for a long period of time
Needs to occasionally move about inside the office to access file cabinets, copy machines/printers
Constantly operates a computer and other office productivity machinery, such as copy machine, and computer printer
Frequently communicates with management, teams, through face-to-face, email or phone. Must be able to exchange accurate information in these situations
Occasionally required to lift and/or move up to 25 pounds
Required to work normal hours to successfully perform the job responsibilities
May need to work nights and weekends to complete assignments
May need to respond to emergency situations on short notice
Regular travel to out-of-state sites up to 50% of the time
Frequently subjected to interruptions, multiple calls and inquiries
